Please join Cully Association of Neighbors for our November 2025 Transportation and Land Use meeting. For this hybrid meeting, join on Zoom or at Grace Presbyterian Church. Enter from the parking lot on the east side of the building.

Our agenda for the Nov TLC meeting is packed! We’ll get updates from Portland Bureau of Transportation on parking in east Cully and an upcoming street improvement, Tri-Met on the 82nd Ave Transit Project, and representatives from the Cully TIF District.

Congested parking and cars parked in a bike lane on NE Killingsworth St

Rae-Leigh Stark from PBOT’s parking staff will present the results of the city’s parking study around NE Cully Blvd & Killingsworth St. PBOT started the study after last November’s Cully Transportation and Land Use meeting, where Cully residents communicated parking issues in the neighborhood. PBOT did not find enough congested blocks to propose a new parking permit district, but Rae-Leigh will share possible parking policy changes and timing for the areas with parking congestion.

David Amiton and Shawn Canny from PBOT will officially introduce the Cully/57th Complete Street project. The project will provide safety and accessibility upgrades in the heart of our neighborhood. PBOT will kick off public engagement and design for the project early next year.

Kathryn Hartinger of Prosper Portland will present the first action plan for the Cully Tax Increment Finance (TIF) District. Cully TIF is a major city development plan that will dedicate property tax dollars to funding housing and economic development in Cully.

Tri-Met Bus

Paulina Salgado from Tri-Met will present the latest updates on the 82nd Ave Transit Project. The 82nd Ave project will improve bus service on the busiest bus line in Oregon and build a new bus terminus in Cully. Tri-Met is working on a major decision about the extent of dedicated bus lanes on the project.
