Portland Permitting & Development opened public input for a land use decision affecting the Cully neighborhood. Share your feedback with Cully Association of Neighbors by emailing the land use committee or directly with the city by emailing the assigned planner.

New Cingular Wireless, a subsidiary of AT&T, plans to install an 80-foot-tall steel monopole, 9 antennas and associated equipment behind an existing building at 4250-4252 NE Killingsworth St. The lot includes multiple buildings and street addresses. AT&T plans to install the pole behind the building closest to Killingsworth St. All accessory ground equipment is proposed to be within a fenced, 10-foot by 32-foot enclosure to the east of the existing building and set back 25 feet, 10 inches from the NE Killingsworth St property line. The fence is proposed to be fully sight-obscuring and 6 feet tall.

AT&T is requesting two adjustments to the standard city code for this project:

  1. Increase the maximum base zone height from 45 feet to 80 feet.

  2. Waive the required 5-footdeep, L3 high-screen landscaping screening around both the tower and the enclosure. AT&T plans to screen the pole base with a sight-obscuring fence rather than landscaping.

Because AT&T requests adjustments to city code, the project is subject to a land use review process with public input.

Permitting & Development can only consider consider input related to the approval criteria for this decision:

Email the CAN land use committee to share your feedback on this decision or ask questions. Feedback is due to the city by September 24, 2026.
